in New York or New Jersey?

Answer:
you have to be 18 or older

but my friend got hers only because of the fact her parents were there with her at the time (she's only 14)

Answer:
You have to be 18 to get any kind of piercing or tattoo — in a place that's worth going to.

But I have seen illegal places that would piece anyone who 'seems' old enough. I don't advocate them for obvious reasons.

If you’ve your parents' permission, though, I'm sure you'd be able to get your belly pierced any time, actually. I had a friend in 7th grade who went with her mom to get a belly ring. Tattoos, you still have to be 18, in case you're wondering. :P

My husband is a tattooist in New York State…..the legal age (in a tatoo parlor) is 18…..NO EXCEPTIONS….If a tattooist works from his/her own home they are free to make the choice but most will state 17 with parental consent only.Piercings are usually 16 with parental consent. If you decide on a tattoo parlor PLEASE make sure that it is one with a good reputation……=)
